A tailor in Indore wants two more sewing machines. A vegetable seller in Patna needs a pushcart and a vending licence. Both have a workable plan; both have been turned away by a bank — one for want of collateral, the other because the interest rate would swallow the entire margin. This is the exact gap the NULM scheme was built to close. The National Urban Livelihoods Mission, now formally called Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM), is the Centre’s flagship programme for urban poverty reduction. It does not hand out cash. It offers training, subsidised credit, and institutional support to people who already have the will to work. This article covers what NULM offers in 2026, who qualifies, how the loan component actually functions, and where applications typically stall.

What Is the NULM Scheme and Who Runs It?

DAY-NULM is implemented by the Ministry of Housing and Urban Affairs, Government of India, as the urban counterpart to the rural DAY-NRLM. Its purpose is straightforward: help poor urban households move into self-employment or skilled wage employment rather than informal, insecure work.

The mission runs across statutory towns and cities nationwide. Crucially, it is not administered from Delhi. Implementation sits with your Urban Local Body — the Municipal Corporation, Municipal Council, or Town Committee — and in several states a dedicated nodal agency handles it on the ground. Telangana’s MEPMA is one such example. That single fact explains most of the confusion applicants face: there is no central office to walk into.

Key Benefits of the NULM Scheme

The programme is multi-component, and each part addresses a different barrier. Here is what participants can generally expect:

  • Skill training and placement under the Employment through Skills Training and Placement (EST&P) component — short, market-linked courses that end in a job or a self-employment venture.
  • Subsidised micro-enterprise loans under the Self-Employment Programme (SEP), the component most applicants come for.
  • Revolving funds for Self-Help Groups (SHGs), so a group can build a savings and repayment record before approaching a bank for something larger.
  • Street vendor support — institutional credit, vending zones, and social security linkages.
  • Shelter for the urban homeless through the Scheme of Shelter for Urban Homeless (SUH).

Inclusion targets are built in. Under SEP, women are to make up no less than 30 percent of beneficiaries, with separate provisions for SC, ST, minority, and differently-abled applicants.

Who Is Eligible for the NULM Scheme?

Eligibility is component-specific, but the baseline requirement is the same everywhere: you must belong to an urban poor household in a town or city covered by the mission.

Self-Employment Programme (SEP)

  • Individual applicants: minimum 18 years of age at the time of applying. There is no minimum educational qualification for most activities — though if your proposed enterprise needs a specific skill, you may be asked to complete training first.
  • Group enterprises: at least three members, with 70 percent or more drawn from urban poor families. No more than one member from the same family.

SHG formation: women aged 18 and above, minimum 10 members, at least 70 percent urban poor. Groups commonly run to 10–20 members.

Street vendors: a valid Certificate of Vending (CoV), or an application in process before the Town Vending Committee.

What counts as “urban poor” is where most people get stuck. States set their own income ceilings — often somewhere between ₹2 lakh and ₹3 lakh a year, but this varies widely — and the definition usually follows state BPL criteria. Your ULB office can tell you the exact threshold that applies where you live.

Understanding the NULM Loan: Self-Employment Programme (SEP)

SEP is the reason most people search for this scheme. It funds micro-enterprises suited to your existing skills and your local market.

The mechanism is an interest subsidy, not a grant. The bank charges you 7 percent per annum. The difference between that 7 percent and the prevailing market rate is paid to the bank by the mission. You repay at 7 percent; the government absorbs the rest.

Two conditions matter here. First, the subsidy is generally released only against timely repayment, and the bank has to certify it. Second, ceilings and rates are revised from time to time, so confirm current figures before you plan your finances.

Commonly cited limits:

  • Individual micro-enterprise: project cost up to ₹2 lakh
  • Group enterprise: project cost up to ₹10 lakh

Repayment: typically 5 to 7 years, after a moratorium of 6 to 18 months, as per the lending bank’s norms.

How to Apply for NULM: Step-by-Step Process

Applications are routed through the ULB or the City Livelihood Centre (CLC) in your area. Here is how it actually works.

  1. Go to the ULB or CLC first — not the bank. This is the single biggest time-waster. A bank branch cannot process an SEP application without ULB endorsement, and staff will simply send you back. Community Organisers attached to the ULB also identify prospective beneficiaries directly, so asking at the counter is worthwhile.
  2. Establish your urban-poor status. Carry your Aadhaar card, an income certificate from the competent local authority, and a BPL ration card if you have one. Note that the income certificate must come from the authority your state recognises — a self-declaration usually will not be accepted.
  3. Pick your component. SHG formation, a self-employment loan, skill training, or vendor support. They have different forms and different desks.
  4. Prepare a short project proposal. Two pages is enough: what the enterprise is, what the money buys, what you expect to earn. Vague proposals get returned.
  5. Complete any required training. If your activity needs a skill you do not yet have, training generally comes before sanction.
  6. Bank appraisal and sanction. Your file moves to the bank, which assesses viability and your repayment capacity. Approval is not automatic.
  7. Disbursal and the subsidy paperwork. Once the loan is running, ask the branch specifically how the interest subsidy will be credited and what certification they need from you. Borrowers frequently never follow this up, and the benefit lapses quietly.

Watch out for these: a mismatch between the name and address on your Aadhaar and your bank records is a common cause of disbursal delays — get the bank record corrected first. And if any two members of a group enterprise share a household, the group is disqualified outright.

Documents Required and Common Mistakes

Documents typically required

  • Identity proof — Aadhaar card, Voter ID, PAN, or Passport
  • Address proof — Ration Card or electricity bill
  • Age proof
  • Income proof — to establish the eligible income bracket
  • Bank account details — passbook copy; an Aadhaar-seeded account helps
  • Passport-size photographs
  • Project proposal

Carry self-attested photocopies and the originals for verification. The bank or ULB may ask for additional papers depending on your case.

Mistakes that stall applications

  • Assessing your own eligibility instead of confirming it. Income limits differ by state; a household that qualifies in one may not in another.
  • Approaching the wrong office. NULM is delivered through ULBs. Central government offices cannot process your file.
  • Assuming the interest subsidy is automatic. It is tied to timely repayment and bank certification. Track it.
  • Filing an incomplete set of documents. Missing identity, income, or age proof is the most frequent reason for delay.

Frequently Asked Questions (FAQs)

What is the maximum loan under NULM?

Under SEP, the individual project cost ceiling is commonly cited at ₹2 lakh, and ₹10 lakh for a group enterprise, at 7 percent interest to the borrower. These limits are revised periodically — check the official portal for the current figures.

Is there an age limit for the NULM self-employment loan?

The minimum is 18 years at the time of applying. Some states also specify an upper limit, so confirm with your ULB.

Can I apply without a formal educational qualification?

Generally yes. No minimum qualification is required for most activities under SEP. If your enterprise needs a particular skill, you may be asked to complete training before financial support is released.

How do I know if I qualify as urban poor?

It usually turns on your household income and your residence in a statutory town. Since thresholds vary by state, the reliable answer comes from your ULB or City Livelihood Centre — take your income and residence documents with you.

What is the role of Self-Help Groups in NULM?

SHGs sit at the centre of the mission’s social mobilisation work. A group of at least 10 women, 70 percent or more from urban poor families, can receive a revolving fund and later access bank credit with interest subsidy.

Where can I verify current NULM details?

The official NULM portal (https://nulm.gov.in/) or your local Urban Local Body. Scheme norms, loan ceilings, and subsidy rates are revised from time to time, so treat any figure you read online — including in this article — as indicative until confirmed at the source.

Start at the municipal office, not the bank, and carry more documents than you think you need. If your first visit ends with a form rather than an answer, that is normal — NULM files move through several desks before a bank sees them. Ask the counter staff for the name of the Community Organiser assigned to your ward and follow up with that person directly; it is usually faster than waiting for the file to travel on its own.
